Dozens of television stations a year are fined for similar reasons....
In fact when I was in Broadband in 2003 over a hundred - yes - over 100 stations that year received fines

seven this year 15 next year 4 the year after that 25 three years ago...
That's seven for one specific violation
add up all the different violations among all the stations and we're talking about a hundred
