I think that is harsh. Specter has always been a moderate. "Rockefeller Republicans" used to be a huge part of the GOP... they've been pushed out of the party entirely as they've pursued the "southern strategy" and embraced the evangelical right. at some point one of the two remaining factions in the GOP will wrest control from the other forcing the loser of that fight in to another party.
