If I remember correctly the fear was not that Saddam had or was anywhere near close to obtaining nukes but that he was continuing to develop chemical weapons. If the point of the sanctions was to deter Saddam's WMD program then:
a.) Saddam had WMP programs and the sanctions weren't stopping him.
or
b.) Saddam didn't have WMP programs, the sanctions worked and should have been lifted.

That's less a factor of age than it is of income level.
