A lot of money has already been spent on the infrastructure so that's a sunk cost - if prices go low, turn off the spigot, if they creep up again open the spigots back up. It's a great position for the US to be in right now. The Saudis have to keep prices low, and for a long time (years) to hope to put a dent in the US manufacture of crude, but even when they let the prices go back up again, we can start up again. The long game is in our favor - we get cheaper oil (not as cheap as it is now, but far below the $110/barrel everyone was predicting for 2020 just last year) no matter what option the Saudis choose. We don't actually have to pull the oil out of the ground for it to be effective, we just need to have the viable threat of pulling it out of the ground, and that's not going away.
